Biosecurity measures

The Belgian legal framework consists of biosecurity measures that have to be applied in the bovine, porcine and poultry sectors. The basis of this framework guaranteeing the epidemiological surveillance of bovine, porcine and poultry herds, consists of the obligation for every animal keeper to contract a ‘farm veterinarian’ to carry out certain official surveillance tasks.

Biosecurity measures in bovines

The legal framework regarding the epidemiologic surveillance system in bovines is laid down in the Royal Decree of 28 February 1999.

The system consists of an obligation for every keeper of bovine animals:

  • To contract an approved veterinarian (‘farm veterinarian’) and a substitute veterinarian;
  • To call for the farm veterinarian every time a bovine animal is added to the herd. The farm veterinarian carries out the sampling in the framework of the purchase protocol and verifies the identification of the animal(s);
  • To notify each (suspicion of an) outbreak of a notifiable disease to the veterinary authority, via the farm veterinarian.

Biosecurity measures in pigs

The legal framework regarding the epidemiologic surveillance system in pigs is laid down in the Royal Decree of 15 February 1995.

The system consists of an obligation for every keeper of porcine animals:

  • To contract an approved veterinarian (‘farm veterinarian’) and a substitute veterinarian;
  • To have a health visit carried out 3 times a year by the farm veterinarian with a health check, an identification check and a count of the animals during each visit. The farm veterinarian registers an official report of every visit in the official Sanitel database;
  • To notify each (suspicion of an) outbreak of a notifiable disease to the veterinary authority, via the farm veterinarian.

Biosecurity measures in poultry

The legal framework regarding the epidemiologic surveillance system in poultry is laid down in the Royal Decree of 17 June 2013.

The system consists of an obligation for every keeper of a poultry holding:

  • To contract an approved veterinarian (‘farm veterinarian’);
  • To notify each (suspicion of an) outbreak of a notifiable disease to the veterinary authority, via the farm veterinarian.
