Council Directive 2000/29/EC of 8 May 2000 provides the basis on protective measures against the introduction into the Community of organisms harmful to plants or plant products and against their spread within the Community (link: http://data.europa.eu/eli/dir/2000/29/2019-09-01).

Council Directive 2000/29/EC, as last amended by directive 2019/523/EC, remains in force with regards to import controls:

- official controls at control points other than BCP until 13 DECEMBER 2020

- frequency of identity and physical checks at the entry into the Union until 13 DECEMBER 2022

Commission Implementing Regulation (EU) 2018/2019 of 18 December 2018 establishing a provisional list of high risk plants, plant products or other objects, within the meaning of Article 42 of Regulation (EU) 2016/2031 and a list of plants for which phytosanitary certificates are not required for introduction into the Union, within the meaning of Article 73 of that Regulation .

Commission Implementing Regulation (EU) 2019/66 of 16 January 2019 on rules on uniform practical arrangements for the performance of official controls on plants, plant products and other objects in order to verify compliance with Union rules on protective measures against pests of plants applicable to those goods.

Marketing standards:

Regulation (EU) No 1308/2013 of the European Parliament and of the Council of 17 December 2013 establishes a common organization of the markets for agricultural products, which means all the products listed in Annex I to the Treaties, with the exception of the fishery and aquaculture products as defined in Union legislative acts on the common organization of the markets in fishery and aquaculture products.

Commission Implementing Regulation (EU) No 543/2011 of 7 June 2011 lays down detailed rules for the application of Regulation (EU) No 1308/2013 in respect of the fruit and vegetables and processed fruit and vegetables sectors.

Commission Implementing Regulation (EU) No 1333/2011 of 19 December 2011 lays down marketing standards for bananas, rules on the verification of compliance with those marketing standards and requirements for notifications in the banana sector.

Wood packaging material

Commission Delegated Regulation (EU) 2019/2125 of 10 October 2019 supplementing Regulation (EU) 2017/625 of the European Parliament and of the Council as regards rules concerning the performance of specific official controls of wood packaging material, notification of certain consignments and measures to be taken in cases of non-compliance.
