The competent authorities of the third country may require that the FASFC guarantees that the products exported from Belgium meet certain health requirements.
This guarantee is given in the form of a certificate.
Bilateral certificates
For certain specific countries, the export of live animals, semen, embryos, eggs for hatching and oocytes is organised by means of:
- bilateral certificates Belgium – Country of destination which are, in most cases, the result of negotiations between the FASFC and the competent authority of the third country, or
- bilateral certificates European Union – Country of destination which are the result of negotiations between the European Union and the competent authority of the third country.
These certificates specify the health conditions which must be met by live animals/products in order to be exported to the third country in question. These health conditions may differ significantly to those which are applicable under Belgian and European legislation.
The operator must ensure that the live animals/products which he wishes to export meet the health conditions indicated in the applicable bilateral certificate for the country to which he wishes to export.

Non-negotiated country specific certificates
Some certificates were not the subject of negotiations between third countries, and as such are not validated. The only validation carried out by the FASFC relates to the certifiable character of the content.
If a bilateral certificate is not available for the export of a specific product to a specific third country, the operator can verify in the table shown below whether a model of non-negotiated country specific certificate is available for the combination of product-country in question.
The FASFC cannot guarantee that a non-negotiated country specific certificate will automatically be accepted by the authorities of third countries. As such, using these certificates remains the responsibility of the operator. It is therefore strongly recommended that the operator verifies, via the importer, whether the authorities of the third country will be willing to accept this certificate.
