Bilateral certificates
Bilateral certificates are generally the result of negotiations between the FASFC or the European Commission and the competent authority of the third country. They contain sanitary conditions with which the animal feed must comply before the certificate can be issued by the FASFC's local control unit and the products can be exported to the third country.
The sanitary conditions of third countries can differ strongly from those of Belgian and European legislation. The operator must check that the products they wish to export comply with the sanitary requirements specified in the country-specific certificate of the country of destination.
Under the bilateral certificates, two groups are distinguished:
- Belgian bilateral certificates: these certificates result from negotiations between the FASFC and the third country;
- EU (TRACES) bilateral certificates: these certificates result from negotiations between the European Commission and the third country.

Non-negotiated certificates
For the non-negotiated certificates, no negotiations were conducted with third countries. They were drawn up on the basis of official information from the third country but not officially transferred.
The sanitary conditions of third countries can differ from those of Belgian and European legislation. The operator must check that the products they wish to export comply with the sanitary requirements specified in the non-negotiated certificate of the concerned country.
